Answer: NO.

Of course, the ICJ didn't have any power to hold the US accountable for what we did in Nicaragua. So, sure, the court could find that Bush is a war criminal (which he is... he and all his war profiteers in the administration), but what can they do about it? International law only has jurisdiction over countries small enough to get pushed around. It's a sad state of affairs when we twist international law to justify invasion of other countries but are never bound by the law ourselves.

Thanks for that. I was wondering how international law wouldn't apply to the U.S. But that makes sense now.
